​Can temporary import and re-export goods be exported half a container?...?

Question: Can temporary import and re-export goods be exported half a container? Is it difficult or has a circular or a decree applied? And any new enterprise that has not been temporarily imported for re-export is still able to re-export half of the container?
Answer:
It is a temporary import for re-export, it is compulsory to export all, so businesses are not allowed to export half containers, so is the new business.
Regarding import-re-export procedures, here we will apply Decree 59/2018 / ND-CP
The order of execution:
Step 1: Customs declarants register and declare import customs declarations (temporarily imported) and produce customs dossiers and actual goods (upon request) to customs offices.
Step 2: Customs offices carry out the inspection of documents, actual inspection of goods (if any) and customs clearance of goods
Step 3: Customs declarants register and declare export customs declarations (re-export) and produce customs dossiers and actual goods (upon request) to customs offices.
Step 4: The customs office will carry out the inspection of the documents, the actual inspection of goods (if any) and clearance of goods.
Processing time:
- Time limit for receiving, registering and inspecting customs dossiers: right after customs declarants submit and produce customs dossiers strictly according to law provisions (Clause 1, Article 23 of the Customs Law)
- The time limit for completing the dossier inspection and actual inspection of goods and transport means:
+ Completing the inspection of documents no later than 02 working hours from the time the customs office receives the full customs dossier
+ Completing the inspection of actual goods records no later than 08 working hours from the time the customs declarants fully present the goods to the customs offices.
In case goods subject to specialized inspection of quality, health, culture, animal quarantine and food safety according to the provisions of relevant laws, the time limit for completion of actual inspection of goods calculated from the time of receiving specialized inspection results according to regulations. In cases where a lot of goods has a large quantity, many categories or complicated inspection, the head of the customs office where the customs procedures are carried out shall decide. on the extension of the time for actual inspection of goods, but the extended time shall not exceed 02 days.
