Procedures for importing seashells

Question:
My company currently imports raw shells and shells from Korea for the production and processing of handicrafts and buttons for clothes. Does this item import to Vietnam need to undergo quarantine procedures? Are there any written instructions on importing this item?

1/ Item policy:

- The company refer to Appendix I LIST OF GOODS BANNED FROM EXPORT AND IMPORT AND Appendix III LIST OF GOODS FOR IMPORT AND EXPORT BY LICENSE AND CONDITIONS issued together with Decree 69/2018/ND-CP dated May 15, 2018, of the Government detailing several articles of the law on foreign trade management.

- The company bases on the HS code and description of the imported goods to refer to the provisions in Appendix I (List of objects subject to plant quarantine of Vietnam) and Appendix II (List of imported goods). subject to specialized inspection before customs clearance under the management of the Ministry of Agriculture and Rural Development) issued together with Circular No. 15/2018/TT-BNNPTNT dated October 29, 2018, to determine the policy on goods of imported goods.

2/ Customs procedures:

- Customs procedures and documents comply with Articles 16 and 18 of Circular 38/2015/TT-BTC dated March 25, 2015, of the Ministry of Finance and Clauses 5, 6, and 7 Article 1 of Circular 39/ 2018/TT-BTC dated 20/04/2018.

Please refer to the above provisions for implementation. In case of problems, the company is requested to directly contact the Customs Sub-department where the declaration is registered for specific instructions.
