Cases of exemption from export and import licenses include:
- Goods containing Group 1 precursors with a content of less than 1% by weight.
- Goods containing Group 2 precursors with a content of less than 5% by weight.
In order to be granted a License, an organization or individual sets up a dossier sent by post or sends it directly or via an online public service system to a competent authority authorized by the Ministry of Industry and Trade.
Professional units assigned by the Ministry of Industry and Trade will receive dossiers, grant, re-issue, adjust and extend licenses.
When the national one-stop portal system is connected, the receipt of dossiers, issuance, re-issuance, adjustment and renewal of licenses are carried out through the National Single Window Portal.
A dossier of application for a license shall include: A written request for a license (according to a set form); copies of documents on the establishment registration for first-time export and import organizations and individuals; copy of the contract (or 1 of the documents: Purchase agreement, order, memo, invoice indicating the name and quantity of the precursor Industry); report on export, import, trade and use of industrial precursor of the most recently issued license for Group 1 precursor chemicals.
Industrial precursor Group 2 includes 21 types of chemicals with the following names:
Acetic acid ; Hydrochloric acid; formic acid; Sulfuric acid; Acetone; Acetyl chloride; Amoni format ,; Benzaldehyde; Benzyl cyanid; Diethylamine; Diethyl ether; Ethylene diaxetate; Formamide; Potassium permanganate; Methyl ethy keton; Methylamine; Nitroethane; Piperidin; Toluen; Thionyl cloric.
In case of changing the contents of the contract, purchase agreement, purchase order, memorandum or invoice, the organization or individual shall compile a dossier requesting the adjustment of the license and send it to the licensing agency by post. or send directly or send via online public service system.
Before the license expires at least 5 working days, the individual or organization that wants to extend the license must make 01 set of application for extension of the permit to be sent to the licensing agency by post or directly or via online public service system.
