We are an export processing enterprise operating in the field of manufacturing components and spare parts for cars that are about to import a shipment of wired mobile phone (about 5 pieces) for internal use within the Enterprise. . The company wants to ask if this imported consignment needs an import permit? Is there a state quality control?

- Desktop phones listed in Appendix I - List of IT products and telecommunications products subject to regulation conformity certification and announcement promulgated together with Circular No. 05/2019 / TT-BTTTT July 9, 2019 of the Ministry of Information and Communications is under the management of the Ministry of Information and Communications, so it is required to certify the conformity and announce the conformity when importing.

Note:

1. The import of goods by foreign-invested enterprises complies with regulations on business objectives according to the granted investment certificates.

2. Cases of exemption from quality inspection upon import comply with Point 7, Clause 3, Article 1 of the Government's Decree No. 74/2018 / ND-CP of May 15, 2018:

          "Article 1. To amend and supplement a number of articles of the Government's Decree No. 132/2008 / ND-CP of December 31, 2008, detailing a number of articles of the Law on Product and Goods Quality

          Products on the Lists stated in Clauses 2 and 3, Article 6 of this Circular but not required to be announced in conformity in the following cases:
