What is an ICD? Concepts, Functions and Benefits of ICD
The ICD is a dry port / dry port / inland port, or referred to as a Depot. Or also called in English name Inland Container Depot. Inland clearance point is a place for customs clearance of goods inland; helping seaports to release goods quickly, increasing the viaput through packaging, warehousing and customs clearance services. The shallow port, the type of infrastructure for logistics operations, has been around for decades, but was only used in the early 1970s with the development of the container port system and then increasingly popular all over the world. The main services of dry ports include domestic cargo clearance points, cargo container yards, empty containers and refrigerated cargo containers, container loading and unloading services, project cargo transport, super-sized and super-weight cargoes, customs procedures, bonded warehouses.
In addition, dry ports may also have additional functions such as closing and unloading goods at the yard, installing equipment, warehouses for retail packing, packaging, vacuum packaging and coding of goods, repairs and guards. container delivery, domestic shipping. In terms of economic efficiency, shallow ports are the inevitable development trend. It can contribute to reducing port congestion, increasing customs clearance capacity through packaging, warehousing and customs clearance services. For areas far from the seaport, the cost of transporting directly to the port is more expensive than the cost of transshipment at dry ports. In terms of transport, shallow ports are an indispensable component in the multimodal transport chain.
Current Status of Inland Clearance
According to the Ministry of Transport, in recent years, Vietnam has invested heavily to develop technical infrastructure of seaport systems. But the efficiency is not high, the competitiveness of the economy is still low, partly because the logistics industry does not have a reasonable development strategy. The potential of developing a shallow port system in Vietnam is positive, especially in 8 cities and provinces in the southern key economic region, where the customs clearance volume accounts for nearly 80% of the country's total cargo volume. Currently, this area has active dry ports such as Phuoc Long, Transimex, Tan Tao, Song Than, Truong Tho and Bien Hoa. The main function is to gather and forward import and export goods to seaports, as well as inland clearance points. According to the Ministry of Transport, the system of southern dry ports will be planned from 60 hectares to 127 hectares by 2010 and 175 hectares by 2020. The total investment capital is from 750-1,000 billion dong from 2010-2020.
