Question: My company is preparing to import toothpaste, do you advise me what procedures to apply for a license before importing?
Answer:
Legal basis - procedures for importing toothpaste: Toothpaste and mouthwash are not on the list of goods banned from export or import with a license stipulated in Decree No. 187/2013 / ND-CP November 20, 2013 of the Government should import customs procedures follow normal procedures
The process is carried out according to Article 16 and Article 18 of Circular No. 38/2015 / TT-BTC dated March 25, 2015 of the Ministry of Finance
1. Certificate of free circulation in the exporting country (Certificate of fee sales)
2. Power of attorney of the exporting country
3. Table of product composition analysis, looking at it, I know what product it contains, which components make up the imported compound.

Import of toothpaste subject to import taxes including import duties according to the import tariff and 10% VAT
Toothpaste is tax preferential when imported from a number of countries under a free trade agreement with Vietnam such as Japan, Korea, China. For imported toothpaste items without C / O under free trade agreements with preferential treatment, the preferential import tax is normally 10%.
In most cases of imported Chinese toothpaste with C / O form E and ASEAN countries with valid C / O form D or C / O form AK between ASEAN and Korea, the import tax is 0%
Dossiers of customs procedures for import of toothpaste include:
- Invoice, packing list: Copy (Sign title seal and do not close original copy)
- Bill of lading: Original bill, or Telex bill, Surrender bill (snapshot)
- Sea freight invoice and CIC invoice at Hai Phong and Cat Lai ports: in case of purchasing FOB price
- Receipt of cosmetics announcement: copy, case of announcement made from January 1/2016. In cases published from 2012 and 2013, enterprises need to present original cosmetic declaration sheets and copies for customs officers to check the authenticity of the dossiers. Since 2016, implementing online cosmetics announcement, so the company presents a snapshot. In case of necessity, customs officers will require to provide IC and password to log in to the 1-door system and check the original of the system.
