The actual inspection of goods is absent by the customs declarers, decided and decided by the heads of the customs offices where the goods are kept.a) For security protection.b) For hygiene and environmental protection.c) There are signs of law violation.d) Past the 30-day time limit from the date the import goods arrive at the border gates, the customs declarers shall not go to the customs procedures.d) Other cases as prescribed by law.2. The actual inspection of goods absent from customs declarants shall be conducted in the following forms:a) Non-invasive inspection through the scanner.b) Inspection by technical equipment, other professional measures of customs authorities.c) Opening goods for direct inspection with the witness of representatives of state agencies at border-gate areas, representatives of transport enterprises and port, warehouse and yard business enterprises. The inspection must be made in writing with the signatures of the involved parties.
