Please tell me about the rules: the customs agent's agent code? Procedures for granting and extending customs agent staff codes?

According to Article 8 of Circular No. 12/2015 / TT-BTC, dated January 30, 2015 of the Ministry of Finance, the code of customs clearance agent staff is stipulated as follows:
1. Persons working at customs clearance agents who fully meet the conditions specified at Points a and b, Clause 2, Article 20 of the Customs Law and are requested by customs clearance agents, shall be granted codes. Customs clearance agent staff.
The employee identification number is recorded on the Agent's staff card for customs clearance and is used during the time of customs declaration by customs clearance agent staff.
2. Subjects who are not granted customs agent staff codes:
a) Persons who are restricted or lose their civil act capacity;
b) Persons who are being examined for penal liability or serving imprisonment penalties;
c) Persons who violate tax, customs or auditing laws shall be sanctioned for administrative violations falling under the competence of the director of the Tax Department or the directors of the provincial / municipal Customs Departments within 1 year from date of sanctioning decision;
d) Officials and public employees according to the provisions of law on officials and public employees;
d) Officials and public employees who are retired from their posts but are in the prescribed time may not conduct business according to the provisions of the Government's Decree No. 102/2007 / ND-CP of June 14, 2007, prescribing the time the term of business is not allowed in the area of management responsibility for cadres, civil servants and public employees after resigning their posts;
e) Cases of withdrawal of customs agent staff codes as prescribed in Clause 1, Article 10 of Circular 12/2015 / TT-BTC.
2. Procedures for granting and extending codes of customs clearance agent staff:
According to Article 9 of Circular No. 12/2015 / TT-BTC dated January 30, 2015 of the Ministry of Finance, procedures for granting and extending customs agent staff codes are stipulated as follows:
1. Customs clearance agents shall compile dossiers of application for customs agent staff codes, including:
a) An application for issuance of a code of agency staff to carry out customs procedures according to form No. 07 issued together with this Circular: 01 original;
b) University and college diploma in the fields of law, economics and technology: 01 copy;
c) Customs declaration certificate: 01 copy;
d) People's identity card: 01 copy;
d) One (1) 2x3 photo.
Documents of the photos taken and signed by the director of the customs procedures agency and affixed with a seal.
2. Dossiers of application for issuance of code of customs clearance agents are sent to the General Department of Customs. Within 05 days after receiving the complete dossier, the General Director of the General Department of Customs shall grant the code of agent staff to carry out customs procedures according to form No. 08 issued together with this Circular.
The code of customs clearance agent staff is the same as the identity card number of the granted person and is valid within 03 years from the date of issue.
3. Extension of the code of customs clearance agent staff
a) Customs agent agents may extend the time limit for use of codes if they meet the following conditions:
- Not subject to withdrawal of codes according to Article 10 of this Circular;
- Participate in a minimum of 2/3 or the equivalent of 03 days of training courses, update and supplement customs law knowledge by customs authorities (General Department of Customs and Customs at all levels) and units be appointed by the customs office to participate in the introduction during the employee code period.
b) Customs clearance agents have written requests.
c) Within 03 days from the date of receiving the written request, the General Department of Customs shall extend the code of customs clearance agent staff. The grace period is 03 years from the date of renewal.
4. In case the customs agent's agent code is lost, if the customs procedures agent has written certification and request, within 5 days from the date of receiving the written request, The General Department of Customs shall consider and re-issue the code of customs agent staff on the basis of using previously issued codes.
