Theo quy định tại Khoản 1, Khoản 2 Điều 3 Thông tư số 38/2015/TT-BTC ngày 25/3/2015 của Bộ Tài chính, việc nộp hồ sơ hải quan được quy định như sau:

Trừ những chứng từ bắt buộc người khai hải quan phải nộp bản giấy như: giấy phép, C/O, Thông báo kết quả kiểm tra chuyên ngành, Thông báo miễn kiểm tra chuyên ngành, Doanh nghiệp có thể nộp hồ sơ hải quan thông qua hệ thống VNACCS bằng nghiệp vụ HYS.

Các chứng từ giấy người khai hải quan có thể gửi qua bưu điện hoặc nộp trực tiếp cho công chức hải quan nơi đăng ký tờ khai hải quan.

Đối với trường hợp khai hải quan giấy, người khai hải quan nộp hồ sơ trực tiếp cho cơ quan hải quan nơi đăng ký tờ khai.
