From January 1, 2019, Vietnamese enterprises exporting goods to the EU will have to self-certify the origin of goods in order to enjoy the universal preferential tariff (GSP) C / O form A. The responsibility of certifying the origin of goods will shift from specialized agencies to enterprises (or importers). This means that businesses (or importers) must carry out the procedures themselves, meet the standards of origin and take responsibility for accuracy. In addition, Vietnamese exporters will issue their own proof of origin, namely the declaration of origin information in trade documents (such as invoices) without the participation of regulators during the release process.
