Therefore, moving to 2019, right from the beginning of the year, Hanoi Customs Department has worked directly in Noi Bai 3 times to work with the Department of Information Technology and Customs Statistics, Department of Supervision and Management of Customs. In 2020, with the determination of the Department's leaders, the problems, shortcomings, proposals, recommendations and suggestions for implementation have been reported to the leaders of Hanoi Customs Department. The Ministry of Finance, the General Department of Customs, on the basis of the determination of the leaders of the Hanoi Customs Departments together with the Department of Information Technology and Customs Statistics, the Department of Customs Management and Supervision; At the same time, working with the airline units, the warehouse business to deal with issues related to the system and coordination.
Currently, after the last upgrade on February 13, 2020, the system has basically completed, meeting the business requirements. To date, 100% of airlines have sent information to the national one-stop portal as prescribed.
However, there are still shortages of airline declaration, late compared to the prescribed time (3 hours for long flights and 30 minutes for short flights before aircraft landed). The rate of automatic handling and setting of information about goods expected to be unloaded to the supervised area reaches over 95% (In which, the corresponding rate of each ACSV warehouse is 95%, ALSC is 99.6%, NCTS is 93 %).
According to the Hanoi Customs Department, through checking the manifest, the main reason is because the airline declared missing information, incomplete, inaccurate and delayed declaration compared to the prescribed time.
Accordingly, about 4% of flights declared by airlines are missing, incomplete or inaccurate information on goods compared to the regulations. About 1% of flights did not accurately report the code, resulting in the flight being unidentified by the warehouse.
To handle the remaining issues, the Hanoi Customs Department is requesting the Department of Information Technology and Customs Statistics to add functions of statistical reporting and user support.
The Customs Management and Supervision Department issues professional documents with specific sanctions guidance for airlines, warehouse enterprises that send insufficient, incomplete, incorrect and untrue information manifest. to the national one-stop system.
