Ready to deploy the national single window system and automatically monitor air routes
Implemented on a pilot basis since the end of 2017, the national single-window system and the automatic management and monitoring system at Noi Bai international airport are ready for official deployment, which will be a premise for the industry. Customs expanded deployment to unified management nationwide.
Sharing about the preparatory efforts in the past, representatives of the Information Technology Department (Hanoi Customs Department) said that the process from the pilot deployment to the stage of official deployment is a time effort of many forces, because this system not only has the participation of customs agencies, import-export enterprises, warehouse business enterprises but also the important role of airlines; State management agencies at Noi Bai International Airport.
It can be said that, during the period of 2017-2018, during the process of starting the pilot implementation, the Hanoi Customs Department worked with the units of the General Department to determine the requirements of management problems and industrial requirements. management service, list of functions and installation of the system implemented at the Customs Branch of Noi Bai International Airport.
However, in the implementation process, there are still many problems and shortcomings that need to be overcome due to the problem of big data processing technology, the diversity in international standards being used in information exchange. aviation telegraphs, uneven ground in IT application and differences in exploitation practices of enterprises in the international aviation industry and Vietnam. Therefore, participating units need a lot of time to survey, develop a roadmap and implementation plan.
According to the Department of Information Technology, by the end of 2018, the system could not be implemented yet because it was necessary to unify the requirements of management problems, business management requirements, list of system functions, clarify the problems, exist, causes; clearly defining the responsibilities of the parties involved; building a roadmap and detailed implementation plan.
Too many issues need to be solved, while the request of the leaders of the Ministry of Finance, the leaders of the General Department of Customs, the Hanoi Customs Department set out is to urgently handle problems, find solutions and coordinate closely. with related units to implement simultaneously - Representative of IT Department of Hanoi Customs Department said.
Therefore, moving to 2019, right from the beginning of the year, Hanoi Customs Department has worked directly in Noi Bai 3 times to work with the Department of Information Technology and Customs Statistics, Department of Supervision and Management of Customs. The agency also dealt with 4 problems in 2018, and developed a roadmap and implementation plan.
In 2020, with the determination of the Department's leaders, the problems, shortcomings, proposals, recommendations and suggestions for implementation have been reported to the leaders of Hanoi Customs Department. The Ministry of Finance, the General Department of Customs, on the basis of the determination of the leaders of the Hanoi Customs Departments together with the Department of Information Technology and Customs Statistics, the Department of Customs Management and Supervision; At the same time, working with the airline units, the warehouse business to deal with issues related to the system and coordination.
Currently, after the last upgrade on February 13, 2020, the system has basically completed, meeting the business requirements. To date, 100% of airlines have sent information to the national one-stop portal as prescribed.
However, there are still shortages of airline declaration, late compared to the prescribed time (3 hours for long flights and 30 minutes for short flights before aircraft landed). The rate of automatic handling and setting of information about goods expected to be unloaded to the supervised area reaches over 95% (In which, the corresponding rate of each ACSV warehouse is 95%, ALSC is 99.6%, NCTS is 93 %).
According to the Hanoi Customs Department, through checking the manifest, the main reason is because the airline declared missing information, incomplete, inaccurate and delayed declaration compared to the prescribed time.
Accordingly, about 4% of flights declared by airlines are missing, incomplete or inaccurate information on goods compared to the regulations. About 1% of flights did not accurately report the code, resulting in the flight being unidentified by the warehouse.
To handle the remaining issues, the Hanoi Customs Department is requesting the Department of Information Technology and Customs Statistics to add functions of statistical reporting and user support.
The Customs Management and Supervision Department issues professional documents with specific sanctions guidance for airlines, warehouse enterprises that send insufficient, incomplete, incorrect and untrue information manifest. to the national one-stop system.
At the same time, deploy the blocking of goods into the warehouse in case the goods do not have information matching the information on the list of expected handling; Provisions for the case where the goods do not have information consistent with the information on the list of expected unloading, the warehouse must be put into a separate monitoring area, not to get-in procedures into the warehouse, not to be exploited. goods; strengthen application of risk management, screening goods before customs clearance ...
According to the Hanoi Customs Department, the next deployment plan is to connect the National Single Window System with the flight management system of Noi Bai International Airport in March 2020. Report, evaluate the results and the response of the system to the requirements of management operation problems and functions of the system. Complete the user guide, business process documentation. Organize training and guidance for the use of the system for Customs officers, airports and airlines. At the same time, the Hanoi Customs Department will thoroughly understand the warehouses and airlines that declare full, accurate information within the prescribed time limit and notify specific sanctions for violations. . Organize business conferences to inform the official implementation plan to import-export enterprises, customs agents and guide the goods monitoring process after the implementation of the national one-stop shop system and automatic supervision management system at Noi Bai international airport. Report to the General Department of Customs on the plan of officially opening the system in May 2020. Based on the implementation results, the Hanoi Customs Department summarizes and reports to the General Department of Customs the results of the official implementation in Noi Bai and proposes to expand the implementation to unify management nationwide in the month. 5/2020. |
