Tổng cục Hải quan vừa có văn bản hướng dẫn cục hải quan các tỉnh, thành phố liên quan đến việc khai báo tiêu chí thông tin trên tờ khai vận chuyển độc lập.

Đối với hàng hóa gửi qua dịch vụ bưu chính, việc khai báo trên tờ khai vận chuyển độc lập thực hiện theo hướng dẫn chung về khai hải quan đối với tờ khai vận chuyển độc lập và Khoản 10 Điều 56/2019/TT-BTC sửa đổi, bổ sung một số điều của Thông tư 49/2015/TT-BTC ngày 14/4/2015 quy định thủ tục hải quan đối với thư, gói, kiện hàng hóa xuất khẩu, nhập khẩu gửi qua dịch vụ bưu chính của doanh nghiệp được chỉ định. Theo đó, chỉ tiêu 7.37 “Tên hàng”: khai báo là “Hàng bưu chính”.
Nguyên tắc khai hải quan đối với tờ khai vận chuyển độc lập thực hiện theo quy định mẫu số 07 Phụ lục II ban hành kèm Thông tư 39/2018/TT-BTC ngày 20/4/2018 sửa đổi, bổ sung Thông tư 38/2015/TT-BTC ngày 25/3/2015 của Bộ Tài chính và mục I.2.a Công văn 10169/BTC-TCHQ ngày 27/7/2015 hướng dẫn thủ tục hải quan đối với hàng hóa vận chuyển chịu sự giám sát hải quan.
Theo đó, ngoại trừ các tiêu chí bắt buộc do Hệ thống chỉ định, các tiêu chí khác người khai hải quan khai khi có thông tin. Chỉ tiêu 7.38 “Mã số HS” là tiêu chí không bắt buộc, người khai hải quan khai khi có thông tin.
