Prime Minister Nguyen Xuan Phuc has just signed a Directive No. 21 / CT-TTg on promoting the implementation of solutions to reduce logistics costs and effectively connect transport infrastructure.

The directive stated that on February 14, 2017, the Prime Minister issued Decision No. 200 / QD-TTg approving the Action Plan to improve competitiveness and develop Vietnam logistics services to 2025. After more than 1 year of implementing the Decision, agencies and units have made efforts to implement key task groups to achieve the set objectives, initially achieving certain results.
However, the system of transport infrastructure is uneven and incomplete; connecting transport modes ineffectively; not well promote the resources of infrastructure, people, domestic and regional markets; Logistics centers that play a role in connecting Vietnam with the international have not been invested, built ... leading to high logistics costs affecting the competitiveness of Vietnam's economy.
To reduce logistics costs, effectively connect the transport infrastructure system to develop logistics services into a service sector that brings high added value, contributing to increasing competitiveness for the economy, the Prime Minister loves demand for ministries, branches and localities, according to their assigned functions and tasks, there is a specific program to implement the action plan to improve the competitiveness and development of Vietnam logistics services by 2025, already approved by the Prime Minister. issued at Decision No. 200 / QD-TTg dated February 14, 2017 with 6 main tasks: 1- Perfecting policies and laws on logistics services; 2- Improve logistics infrastructure capacity; 3- Improve enterprise capacity and service quality; 4- Developing logistics services market; 5- Training and improving the quality of human resources; 6- Propagating and raising awareness about the importance of logistics services for the development of the country.
Maximizing multimodal transport and logistics services
The Prime Minister assigned the Ministry of Transport to complete the system of legal documents, mechanisms and policies, reform administrative procedures, reduce business conditions, simplify specialized inspection procedures; improve the quality of planning and organizing the implementation of planning; strengthening connection, rational development of transport modes, maximizing multimodal transport and logistics services; strengthen connection of transport modes, reduce costs, improve transport service quality.
Promote the restructuring of the domestic transport market, reduce the market share by road transport, increase the market share of transport by sea, rail and inland waterways, especially on the main transport corridors.
Priority should be given to the strong development of coastal transport, river transport and sea transport, to transport goods, reduce the load for roads, and to effectively utilize the natural conditions of rivers and seas to connect cargo transport. chemistry between maritime and inland waterways with other modes of transport
Improve the effectiveness of management and use of investment capital in infrastructure construction; propose incentive mechanisms, attract non-budget investment, mobilize resources to build and develop transport infrastructure; well organizing the exploitation of existing transport infrastructure; to balance and arrange investment capital sources, budget capital sources and ODA capital sources for projects aimed at enhancing the connection between transport modes, prioritizing investment in construction and upgrading of works is important and urgent.
Ministry of Transport boosts the application of science and technology in transport management and exploitation: Promoting the application of information technology in operating management, transport exploitation, linking modes of transport, management multimodal transport, logistics services; developing transport trading floor, logistics trading floor.
Roads: The Prime Minister requests to continue using effectively capital sources, step by step socializing to invest in forming national high-speed road networks and special-use roads to ensure effective connection of industrial parks. , key economic center, main border gate, important traffic hub with seaports, inland water ports and railway stations.

Railway: Implementing the project to upgrade and modernize the North-South railway; improve the capacity and quality of railway transport and renovate, upgrade and synchronize railways of Hanoi - Hai Phong, Hanoi - Thai Nguyen, Hanoi - Lang Son, Hanoi - Ha Long; study the plan and roadmap of building a railway connecting with Hai Phong international gateway port; research, development and formation of railway connections with industrial parks, seaports and shallow ports.
