The Department of Animal Health has just informed the General Department of Customs - the Standing Committee of 1899 (National Steering Committee on ASEAN Single Window, NSW and Trade Facilitation) on the expected official time. There are currently 9 administrative procedures (administrative procedures) through NSW.
Specifically, the administrative group will officially apply from April 15, including the following 5 procedures: 1, Procedures for granting quarantine certificates for terrestrial animals and animal products for export;
2, Procedures for quarantine registration for imported terrestrial animals and animal products; registration for certification of quality of animal and animal feeds;
3, procedures for granting quarantine certificates for imported terrestrial animals and animal products; checking and certifying the quality of animal and animal feeds;
4, Procedures for quarantine registration of imported aquatic animals and animal products;
5, Procedures for granting quarantine certificates for imported aquatic animals.
The administrative procedure group will officially apply from April 20, including the following two procedures: 1, the State quality control procedure on imported veterinary drugs;
2, Procedures for licensing import of veterinary drugs, materials for making veterinary drugs.
The administrative procedure group will officially apply from April 25, including the following two procedures: 1, Procedures for quarantine registration of terrestrial animals and terrestrial animal products temporarily imported for re-export, temporary export for re-import, border-gate transfer, warehousing bonded and transit Vietnam's territory;
2. Procedures for granting quarantine certificates for terrestrial animals and animal products, temporary import for re-export, temporary export for re-import, border-gate transfer and transit of Vietnamese territory.
According to Department of Animal Health, the software system has basically been completed to be ready for deployment.
In order to create favorable conditions for enterprises, at the same time to strictly comply with the Government's policies on administrative reform, this unit proposed the Department of Information Technology and Customs Statistics (the General Department of Customs) to coordinate in completing the work. prepare for enterprises and officials of the Department of Animal Health to officially implement the above 9 administrative procedures according to the plan.
At the same time, this unit also requested the General Department of Customs to notify the Customs Departments of the provinces and cities directly under the Central Government and other relevant agencies of the Customs branch about the acceptance of electronic documents of The consignment of the above mentioned administrative procedures is granted through NSW.
In addition, the Animal Health authorities will support the issue of paper copies in the event of incidents or electronic systems that are faulty, not transparent, and request the Customs authorities to accept paper documents in the following cases. this.
For consignments of raw materials of animal and aqua feeds, which belong to the procedure group “Importing quarantine of terrestrial animals and animal products; register to certify the quality of animal and aqua feeds of animal origin ”and“ Issue the Certificate of quarantine of terrestrial imported animal and animal products; checking and certifying the quality of animal and aqua feeds of animal origin ”, enterprises continue to use paper documents until the system is updated according to the provisions of Decree No. 13/2020 / ND-CP.

Regarding the implementation of NSW by MARD, today (1/4), the procedure of “granting a certificate of imported plant quarantine, state inspection of food safety of imported plant origin food” , State inspection of quality of imported plant and animal feeds, ”under the management of the officially connected Plant Protection Department.
According to the list of 61 administrative procedures that need to be implemented under Decision 1254 / QD-TTg dated September 26, 2018, in 2019, MARD has 15 procedures to be implemented.
However, the Ministry is expected to be removed from the list, converting the list of implementation procedures to reduce 3 procedures from 15 procedures to 12 procedures to be implemented.
To date, the Ministry has officially connected 3 procedures (including the new connection procedure from today 1/4) to the National Single Window.
Thus, if 9 more procedures are about to be connected as scheduled, from now until the end of April 2020, MARD will connect 12 administrative procedures, completing the plan to implement administrative procedures on NSW in 2019.
