According to the provisions of Circular No. 14/2012 / TT-BCA dated March 20, 2012 of the Ministry of Public Security promulgating the list of products and goods that are likely to cause unsafety under the management responsibility of the Ministry of Public Security. 65 types of import-export products and goods must be examined in a specialized way.
Now under the Plan approved in Decision 4513 / QD-BCA-V03, the Ministry of Public Security will eliminate 60/65 types of products and goods on the list of import and export goods subject to specialized inspection from August 15 / 2018. Among 60 types of goods, there are 48 types of products and import-export goods in the field of fire and fire fighting and 12 types in the field of management of weapons, explosives and support tools.
Specifically, 48 types of import and export products and goods in the field of fire prevention and fighting are not subject to specialized inspection, including: types of fire pumps; common fire-fighting means; types of powder, fire-fighting gas, foaming agent; materials and flame retardants; firefighting costumes; means to save people; Fire and fire alarm systems.
12 types of import-export products and goods in the field of management of weapons, explosives, support tools without specialized inspection include: electric baton, rubber baton, metal baton; armor types; shield types; helmets for police forces; types of explosives and explosives (detonators, slow fuses ...) under the management and use scope of the Ministry of Public Security; hunting guns, sports weapons, rudimentary weapons; types of guns used to fire electric bullets.
According to the Ministry of Public Security, discarded products are those that do not have technical standards or regulations; no regulation on the order, time limit for checking, not yet been assigned HS code; There is no Center for quality inspection of goods.
The reduction of 60/65 types of products and goods must be subject to specialized inspection by the Ministry of Public Security (the rate of reduction is 92.31%) to simplify administrative procedures and facilitate organizations and businesses. business needs import and export business.
In addition, the Ministry of Public Security also has a plan to simplify and reduce the security and order conditions for industries and trades under the Ministry's management scope.
Accordingly, 05/18 conditions for 05 business lines of fire prevention and fighting services will be cut (rate of reduction, simplification achieved 27.78%), some applications are implemented. simplified administrative procedures in order to create favorable conditions for the operation of organizations and enterprises in the field of fire prevention and fighting service business; strengthen the responsibilities of agencies, officers and employees of fire protection and information technology applications sharing, exploiting relevant information collected in the database.
