From June 1, 2019, the number of airlines declaring electronic information about goods, passengers, luggage, flight crew in Noi Bai is 51/51 airlines (reaching 100%); The number of airlines that have operated goods in Noi Bai has sent electronic information about goods is 48/48 (reaching 100%).
By October 1, 2019, the National Single Window system has met the requirements for the rate of automatic processing of electronic information declared by airlines at over 95%.
Based on the results of the recent implementation, on March 17, 2020, the Hanoi Customs Department issued the official implementation plan for the National Single Window, implementing electronic procedures and for all flights on exit, entry and in transit through the national single-window system under Decree No. 59/2018 / ND-CP and Decree No. 85/2019 / ND-CP. It is expected that in May 2020, it will officially deploy the National Single Window system and connect to the automatic monitoring and management system at Noi Bai International Airport.
According to the Hanoi Customs Department, the implementation of the Single Window mechanism through the National Single Window system has many new points. The most important of which is that airlines provide electronic information to state management agencies in managing air transport vehicles. Before implementation, the regulations on the management of air transport facilities at the international airport were available but were separately provided by different agencies and lacked uniformity.
For example, in the field of Customs requires airlines to provide information about passengers, goods and luggage, about flights. The border security and immigration authorities will require passengers to provide information in advance. Airport authorities also require information for general management ... All this information (except information about passengers) is provided in paper. As a result, the sharing and use of information is very limited.
Therefore, when implementing the Single Window, through the National Single Window, all related information is declared electronically and is linked to all management systems of the State agencies at airports.
As such, the implementation of the National Single Window through the National Single Window is the reception of information on flight schedules, flight crew lists, passengers, luggage and cargoes for implementation. electronic procedures for aircraft entry, exit, transit through the National Single Window system.
Information sent to the national single window system is received and exploited by 5 state management agencies at airports. The person completing the procedure only needs to send electronic information to the state agency only once at the address: https://www.vnsw.gov.vn.
When information is sent to a state management agency, it is immediately automatically shared to all relevant agencies, connecting all stages. The provision of passenger reservation information to ensure aviation security, national security and prevent terrorism and drug smuggling through the air.
In addition, the Customs authorities also provide information between the agencies managing the warehouse and airport to serve the customs supervision. When the relevant agencies share this information soon, it will shorten the time for customs clearance and provide good support for logistics enterprises, transport enterprises and import-export enterprises.
Ready to deploy officially from May 5/2020
According to the Hanoi Customs Department, by collecting advance flight information for analysis and inspection, agencies can improve management efficiency, reducing the time and manpower involved in receiving lakes. manual paper records, at the same time apply risk management, ensure aviation security and safety, prevent smuggling and terrorism.
The equipment as well as management and operation of IT systems help modernize state management agencies and improve the capacity of civil servants. The exchange of information and coordination of management among airport authorities will contribute to the implementation of e-Government in Vietnam.
Hanoi Customs Department is cooperating with the units of the General Department of Customs, with the relevant agencies to prepare all conditions to be ready to officially deploy the National Single Window System at Noi Bai International Airport.
In addition to coordinating with airlines to assess the situation, the need to build an information exchange system, connect with the National Single Window System, the Customs office regularly organizes training and training. for both customs officials, airlines, airline agents and customs declarants in this area.
At the same time, the support department (help-desk) of the General Department of Customs is available 24/7 and hotlines for fastest support for businesses.
Through the pilot at Noi Bai international airport, the system has been implemented smoothly and smoothly. This is the premise for the Customs authorities to officially implement from May 2020.
