​Proposal to suspend inclusion of CFS in the animal feed quality profile

Due to practical problems, the Ministry of Agriculture and Rural Development is proposing the Government to suspend the implementation of Point c, Clause 3, Article 18 of Decree 13/2020 / ND-CP detailing the Livestock Law, regarding the Certificate of Free Sale (CFS).
Point c, Clause 3, Article 18 of Decree 13/2020 / ND-CP stipulates that the certificate of free sale or equivalent document (abbreviated as CFS) is a component of the application for house inspection. countries on the quality of imported foods for traditional foods and single materials.
According to the Ministry of Agriculture and Rural Development, this regulation was issued in accordance with Article 36 of the Law on Foreign Trade Management stipulating the Certificate of Free Sale and Clause 1, Article 10, Appendix V of Decree 69/2018 / ND-CP of the Government to certify the traditional animal feeds and raw materials of export traders are allowed to freely circulate in the exporting country.
However, there are currently differences in CFS and equivalent documents among exporting countries. A number of animal feed importers and international organizations reflect that many importing countries have not yet issued CFS regulations or the CFS content has not met the provisions of Point c, Clause 3, Article 18 of Decree 13 / 2020 / ND-CP.
Therefore, after reviewing, considering and consulting relevant agencies, the Ministry of Agriculture and Rural Development requests the Government to issue a resolution to suspend the implementation of Point c, Clause 3, Article 18 of Decree 13. / 2020 / ND-CP (to continue impact assessment) until December 31, 2020.
In the immediate future, the Ministry of Agriculture and Rural Development shall direct its attached units not requiring import enterprises to have CFSs prescribed at Point c, Clause 3, Article 18 of Decree 13/2020 / ND-CP.
