In order to implement the above solutions, the Prime Minister assigned the Ministry of Finance to assume the prime responsibility for elaborating a decree to submit to the Government for promulgation on customs management of imported and exported goods traded via e-commerce to ensure the implementation of solutions to complete the legal basis, time for submission to the fourth quarter of 2020.
The Ministry of Finance is also assigned to build and complete a customs management system for imports and exports traded via e-commerce, with the implementation period from 2020 to 2022.
At the same time, taking the lead in summarizing and evaluating the effectiveness of the management of e-commerce activities for exported and imported goods from 2020 to 2025, proposing the management of exported goods. , import transactions via e-commerce in the next period, time to report to the Government in the first quarter / 2026.
The ministries and branches assigned to manage the licensing, conditions and specialized inspection related to export and import goods shall take initiative in reviewing the list of exported and imported goods subject to licensing and conditions. , specialized inspection to put into the list of goods exempt from licensing, conditions, specialized inspection when trading via e-commerce on HS codes, description of goods, quantity exempted by year and sent to the Ministry of Finance In the second quarter of 2020, it will be included in the Decree and submitted to the Government.

The State Bank of Vietnam is assigned to conduct research, evaluation and proposals on electronic payment and guarantee mechanisms related to transactions in e-commerce activities of exported and imported goods. across the border, to report to the Prime Minister.
