A Shipper ships goods for two consignees A and B, containers together...?

Question: A Shipper ships goods for two consignees A and B, containers together, but on the bill of lading and notice of arrival of A and B is still CY / CY method. And the arrival notice shows that the goods are picked up at the port and not taken from the CFS warehouse. Currently, both sides A and B have declared the declaration by container shipping method and noted that the container declaration. But supervising customs require separating goods in CFS warehouse in accordance with Circular 34. So is there a solution besides canceling the declaration?

Under the provisions of Circular 39, containerized cargo of many shippers with different bills of lading, will have to put into CFS warehouse to separate.
Therefore, the delivery method in this case is CY / CFS, the shipping method is 3- cargo by sea not contained in containers, which is one of the 10 criteria to cancel the declaration.
So, in order to get the goods, we need the agent to unload the goods into the CFS warehouse and cancel the declaration and proceed with re-declaration
