Answer:
Under the provisions of Article 3 of the Ministry of Finance's Circular No. 20/1014 / TT-BTC of February 12, 2014, regarding the import conditions for cars according to the movable property regime:
1. Imported cars must ensure the following conditions: They have been registered for circulation in the settled country or the country where Vietnamese citizens residing abroad come to work (different from the settled country) for at least 6 months and has run a minimum distance of 10,000 km until the time the car arrives at the Vietnamese port
2. Automobiles imported into Vietnam must meet the provisions of Decree No. 187/2013 / ND-CP dated November 20, 2013 of the Government detailing the implementation of the Commercial Law regarding purchase and sale activities. Internationalization and agency activities of buying, selling, processing and transiting goods with foreign countries and regulated in Circular No. 31/2011 / TT-BGTVT dated April 15, 2011 of the Ministry of Transport on quality inspection of technical safety and environmental protection of imported motor vehicles
Application for import license
a. A written request for the import of a car with certification by the managing agency on the status of the applicant (for the subjects specified in Clauses 1,2 and 3, Article 2 of this Circular) or certified by the owner authority of agencies and organizations regarding the information in the written request (for the subjects specified in Clause 4, Article 2 of this Circular are agencies and organizations) or have certification of the permanent address of Cong. An commune, ward or township (for the subjects specified in Clause 4, Article 2 of this Circular, which are individuals), clearly stating the car brand, vehicle model (model), manufacture year, manufacturing country and paint color. , frame number, engine number, engine capacity, vehicle status and number of kilometers that have been run (for used cars): 1 original;
b. Passport (for individuals specified in Clauses 1, 2 and 3 of this Circular) or business registration certificate or office establishment license (for Vietnamese and foreign organizations defined in Clause 3 , 4 Article 2 of this Circular); Or household registration book (for Vietnamese individuals specified in Clause 4, Article 2 of this Circular): 01 copy
c. Bill of lading or other transport documents of equivalent value: 01 copy
d. Other documents related to imported cars with the case of importing used cars such as: papers evidencing the ownership of foreign cars or registration certificates or vehicle circulation certificates or Car registration cancellation certificate: 01 Vietnamese translation with authentication from the original
e. Decision or invitation of the state agency inviting (for the subjects specified in Clause 1, Article 2 of this Circular): 1 copy
f. Documents certifying foreign experts of the project managing agency (for the subjects specified in Clause 2, Article 2 of this Circular): 1 original
