The Ministry of Finance proposed two options for managing export of medical masks

The policy for exporting medical masks, "not to miss an opportunity" when the demand for medical masks and epidemic prevention equipment in a number of countries and regions is being implemented by the Ministry of Health. chemistry. Contributing to the draft Ministry of Health's Government report, the Ministry of Finance proposed two options to both supply domestic reserve masks and still take advantage of opportunities.
Specifically, according to the Ministry of Finance in the draft amending Decision No. 20 / NQ-CP, enterprises are allowed to export medical masks when selling or supporting domestic health facilities with the minimum amount of 20%. the number stated in the export declaration and must meet the following conditions: must win a bid and have a sale and purchase contract with a medical establishment or an agreement on medical mask support between the enterprise and the medical facility.
Thus, the implementation of this regulation will generate a number of obstacles in the implementation process.
To be able to export medical masks, businesses will have to participate in bidding or supporting agreements with health facilities. Currently, many textile enterprises have switched to medical masks, creating jobs for workers but have not participated in bidding or agreements to supply to medical facilities in the country. It will take a while for enterprises to meet the above conditions, which is not suitable for taking advantage of opportunities to produce and export medical masks in the spirit of the direction of the Prime Minister.
Meanwhile, according to the Customs Law, enterprises can open one or more declarations at one or many different Customs Sub-Departments. Enterprises only need one of the documents specified in point 2 of the draft amendment to the Resolution to be able to export medical masks at many different Customs Sub-Departments, leading to the Customs. The number of exported medical masks can be monitored according to the above regulations.
From the above-mentioned difficulties and difficulties, to ensure the supply of medical masks for domestic reserve and use but still taking advantage of the opportunity to export medical masks of domestic enterprises, the Ministry of Finance. suggest the Ministry of Health to select the optimal plan to submit to the Government according to one of the alternatives.
In Option 1, the Ministry of Health will coordinate with the Ministry of Industry and Trade to assess the production capacity of medical mask manufacturing enterprises in order to ensure sufficient supply for domestic reserves in May? Where it is possible to ensure the purchase of a sufficient number of medical masks according to the assigned tasks in May, the Ministry of Finance shall propose the Ministry of Health to submit to the Government for permission the enterprises to export medical masks without restriction. quantity, not subject to export conditions.
Option 2, if implemented according to the plan proposed by the Ministry of Health in the draft report to the Government, the Ministry of Health shall issue a written certification of the number of medical masks permitted for export by each enterprise. as a basis for customs offices to follow up when carrying out customs procedures. Besides, the Ministry of Finance proposed to amend some contents in the draft amending Resolution No. 20 / NQ-CP. At the same time, the Ministry of Finance proposes to supplement the contents of cases where Vietnamese organizations and individuals and foreign representations in Vietnam may export medical masks in the form of gifts or gifts. in cases where it is necessary to restrict export, the Ministry of Health shall specify quantities).
In addition, the Government Office's Notice No. 155 / TB-VPCP of April 15, 2020 stated: “Agreeing to export medical masks, protective uniforms and preventive and medical equipment. translated on the principle of ensuring domestic demand (including reserves) and only exporting to countries severely affected by the epidemic ... ", the Ministry of Finance proposed the Ministry of Health to clearly guide the affected countries. The burden of the epidemic is which countries will serve as a basis for the Ministry of Finance to implement.
According to the draft report of the Ministry of Health, the production capacity of 47 enterprises could be up to 25.5 million units / day if there are sufficient raw materials for production.
Carrying out the task of the Government assigning the reserve of 60 million medical masks for the prevention of Covid-19 disease, the Ministry of Health has signed a contract to buy 46 million units (of which 23 million can supplied in April 2020 and 12 million units will be supplied in May 2020) and there are still 14 million units not yet purchased as scheduled.
