Currently, many textile enterprises have switched to medical masks, creating jobs for workers but have not participated in bidding or agreements to supply to medical facilities in the country. It will take a while for enterprises to meet the above conditions, which is not suitable for taking advantage of opportunities to produce and export medical masks in the spirit of the direction of the Prime Minister.
Meanwhile, according to the Customs Law, enterprises can open one or more declarations at one or many different Customs Sub-Departments. Enterprises only need one of the documents specified in point 2 of the draft amendment to the Resolution to be able to export medical masks at many different Customs Sub-Departments, leading to the Customs. The number of exported medical masks can be monitored according to the above regulations.
From the above-mentioned difficulties and difficulties, to ensure the supply of medical masks for domestic reserve and use but still taking advantage of the opportunity to export medical masks of domestic enterprises, the Ministry of Finance. suggest the Ministry of Health to select the optimal plan to submit to the Government according to one of the alternatives.
In Option 1, the Ministry of Health will coordinate with the Ministry of Industry and Trade to assess the production capacity of medical mask manufacturing enterprises in order to ensure sufficient supply for domestic reserves in May? Where it is possible to ensure the purchase of a sufficient number of medical masks according to the assigned tasks in May, the Ministry of Finance shall propose the Ministry of Health to submit to the Government for permission the enterprises to export medical masks without restriction. quantity, not subject to export conditions.
