Prepare to connect plant quarantine certificates through the ASEAN Single Window

The General Department of Customs and the Plant Protection Department (Ministry of Agriculture and Rural Development) will coordinate the implementation of tasks to begin the exchange of pilot plant quarantine certificates through the ASEAN Single Window ( ASW) between Vietnam and Indonesia.

From January 1, 2018, there were 05 countries, namely Vietnam, Thailand, Malaysia, Indonesia and Singapore, officially exchanged certificates of origin form D (C / O form D) through ASW. According to the latest data, as of April 25, 2019, the total number of C / O form D sent in Vietnam is nearly 135 thousand and received nearly 76 thousand C / O. In particular, Indonesia has the largest number of 56.3 thousand C / O sent and 33.4 thousand C / O received; Malaysia is respectively 18.9 thousand and 33.8 thousand ...

The advantage of implementing via ASW for the exchange of certificates of origin (C / O) is the application and issuance of online C / O, if member countries have an agreement, online C / O will replace paper C / O and all adjustments / modifications or checks will be made online, thus saving time and effort.
Currently, Vietnam is preparing technical conditions to be ready to exchange information on ASEAN electronic customs declarations (ACCD) and animal and plant quarantine certificates.

For the exchange of electronic customs declaration information through ASW in the immediate future, each country still complies with its current process, but the implementation timeframe will be shortened because all steps will be taken online. on NSW and ASW. Recently, the General Department of Customs has sent an official dispatch requesting the Plant Protection Department (Ministry of Agriculture and Rural Development) to coordinate the implementation of tasks to exchange and pilot plant quarantine certificates. via ASW between Vietnam and Indonesia.
Accordingly, the Plant Protection Department will have to prepare the data and testing system ready for the issuance of export plant quarantine certificate to connect with the National Single Window in the process of exchange of data receive plant quarantine with ASW. It is expected that the pilot exchange of plant quarantine certificates will be implemented from July 1, 2015. According to the Agreement on the construction and implementation of ASW, ASW is an environment in which NSW operates and connects with together. NSW is a system that allows data and information presentation once; processing information and data once and simultaneously; and make a one-time decision for the release and clearance of goods. The one-time decision is understood that the customs office is the only decision-making body for the release of goods on the basis of the decision of the functional ministries to be promptly sent to the customs.
 As such, ASW will be a secure connection environment. But instead of connecting traders and transport communities with government agencies like NSW in each country, ASW will connect all NSW systems of member countries. Accordingly, information on traders, transport units and goods, management status of government agencies will be easily shared, consulted and compared in all member countries.
