In addition, many quality control procedures under the new model are simplified because the source of information and database on the level of legal compliance of the importer is focused on one focal point is the Customs office. . For example, there is no need to go through a registration procedure for quality control; When goods are eligible for exemption or reduction inspection, the electronic customs system will automatically update, the importer does not need to apply for the current certification; reduce a series of duplicate documents to keep customs and quality control records (such as contracts, commercial invoices, goods lists, bills of lading, certificates of origin ...
In particular, the new model allows businesses to proactively choose quality control processes that are appropriate to their business conditions.
The enterprise survey results of the Ministry of Finance (the General Department of Customs) on the time and costs of carrying out quality inspection procedures for imported goods show clear effects.
For example, in the case of Minh Nhat Co., Ltd., the total time for checking the quality of "Gas (LPG)" products at the quality control agency of the Ministry of Science and Technology is 10.5 days. work.
Under the new model, the total time for checking the quality of goods on customs offices is 8.5 working days. The time to cut down compared to the current model is 2 days (1 day for quality inspection agencies of the Ministry of Science and Technology notifying the quality inspection results and 1 day for enterprises to notify the quality inspection results. quality for Customs).

Accordingly, the conversion from the tight inspection method to the normal inspection method (document examination only) applies to goods manufactured by the same manufacturer, having the same origin, the same name, HS code and similar in all aspects (such as uses, brands, categories, specifications ...) have made announcements of conformity / standards or self-declaration (for imported food) and have 3 times in a row that meet the import requirements by strict inspection method. This method conversion does not distinguish importers.
The new model also applies the conversion from the normal inspection method to the reduced inspection method for goods manufactured by the same manufacturer, having the same origin, the same name, HS code and the same. all aspects (such as utility, brand, category, specifications ...) have had 3 consecutive consecutive import requirements under the normal inspection method by each importer.
With the application of test method conversion, the drafting committee assessed that when applying the new model, many products will have a large reduction in the number of product lines to be inspected.
For the combination of three criteria of commodity codes, goods names and countries of origin, for example, "Flat-rolled iron or steel products, of a width of under 600mm, covered, plated or coated ( code: 72122010) If applied according to the current model, 15,301 product lines must be inspected, if applied under the new model, it will cut 12,360 lines to be tested, the reduction rate is 80.78%.
Or as the item that must be inspected with food safety is "Cashew Nuts" (code: 09011110), if applied according to the current model, it must check 1,171 product lines, if applying the new model, it will be cut. 808 lines must be checked, with a cut rate of 69.00%.
