Instructions for handling luggage of travelers on entry from the Covid-19 epidemic area

The General Department of Customs has just sent a speeding document to the provincial / municipal Customs Departments to direct the Customs Branches managing the international airports to guide the implementation of procedures for luggage of passengers on entry.
Before  on March 16, 2020, Deputy Prime Minister Vu Duc Dam had instructions regarding entry procedures for visitors coming from or passing the Covid-19 epidemic area.
Specifically, according to the General Department of Customs, for luggage of passengers on entry, foreigners shall carry out the procedures, supervise and divide the luggage of passengers on entry according to the current regulations.
For luggage of inbound passengers who are Vietnamese, do not move into the station area but after leaving the aircraft on entry, do not move into the station area but after leaving the aircraft on entry Passengers on entry will go directly to military vehicles to take them to quarantined places according to the regulations of health agencies.

In case of suspicion of luggage on the list of goods banned from import, temporarily suspended from import and luggage of key subjects, the units shall seal up and hand over the transport agencies for storage, after the period of isolation. of guests on entry, carry out inspection and handle as prescribed.
According to the guidance of the General Department of Customs, with the case of luggage of the subjects under the specialized cases of the police, it is suggested that the police agency propose appropriate solutions.
If not in the above cases, the customs authorities make a record of handing luggage to the transport agency to pay for passengers on entry.
For hand luggage, the Customs Sub-Department arranges customs officers to supervise the luggage at the area where the aircraft on entry enters and stops. Supervise and split luggage of passengers on entry according to current regulations.
In case the passengers on arrival declare luggage, they must make customs declaration, seal the goods and hand them over to the transport agency for storage and notify and guide passengers on entry after the isolation time to contact the customs office. to carry out customs procedures as prescribed.
In case, through supervision, detecting signs of suspicion of entry of passengers having goods in excess of prescribed duty-free quotas but failing to declare; travelers on suspicion of luggage on the list of goods banned from import, temporarily suspended from import and luggage of key subjects, shall seal up luggage and hand it to the transport agency to bring it to the screening area. hand luggage to carry out inspection, if no violation is detected, make a record of handing over and handing luggage to the transporting agency for payment to passengers on entry.
Where there are grounds to identify violations, seal and assign transport agencies to store them, after the isolation period of passengers on entry to carry out inspection and handling according to regulations.
Visitors who enter under the special cases of the police agency shall request the police office to propose a settlement plan.
In addition, the General Department of Customs also directs Customs Departments of provinces and cities to arrange duty officials to ensure the quick supervision and settlement of luggage procedures; have a plan to ensure safety, avoid corona virus infection for officials at the service areas.
